Referendum on the Stability Treaty
The Referendum on the Stability Treaty will take place on 31st May 2012. You must be an Irish Citizen, ordinarily resident in the constituency, and 18 years or over on polling day to vote in the Referendum. You cannot vote unless you are on the Register of Electors. A Supplement to the current Register of Electors is being prepared for the forthcoming Referendum. The Closing date for receipt of Application Forms for inclusion in the Supplement is Monday 14th May 2012. In order to be included in the Supplement to the Register you must completeForm RFA2. If you are on the Register and have moved address recently, you may apply to get on the Supplement at your new address by completingForm RFA3.
Supplement to the Postal Voters List and Special Voters List
The Closing Date for receipt of Applications for entry in the Supplement to the Postal Voters List and Special Voters List is 2 days after the date of the dissolution of the Dail at a General Election or, in the case of any other election or a referendum, 2 days after the Polling Day Order is made.
Postal Voters/Special Voters
A Supplement to the current Postal/Special Voters Lists is being prepared at present and the following forms should be submitted immediately in order to be included in the Supplement to the Postal or Special Voters Lists
The following Application Forms must be completed in the relevant category -
- Circumstances of Occupation/StudentPVS2 - English PVS2 - Irish (Yellow Form) must be completed by electors who wish to be entered in the Postal Voters List if they are unable to vote at their polling station due to circumstances of occupation etc. (including certain students)
Physical Illness/Disability - PVS1 (Blue Form) must be completed by electors who wish to be entered in the Postal Voters List if they have a physical illness or a physical disability and are unable to go in person to vote at the polling station
Special Voters - SVS1 (White Form) must be completed by electors who wish to be entered in the Special Voter List if they have a physical illness or physical disability that is likely to continue for the duration (12 months from 15th February) of the Register and are ordinarily resident in a hospital, in a home or similar institution

Provision has been made under the Electoral Acts for the preparation of a Supplement to the Register of Electors. A Supplement to the Postal Voters List and Special Voters list is also prepared. A Supplement to the Register of Electors and a Supplement to the Postal Voters and Special Voters List is prepared when an Election and/or Referendum is called. The Supplement to the Register of Electors is printed on Green Paper and when published forms part of the Register of Electors and persons whose name appear in the Supplement are eligible to vote at the election/referendum for which the Supplement has been prepared.
Electors whose name does not appear in the Live Register
A person whose name does not appear on the current Live Register may apply to be entered in the Supplement to the Register of Electors. In order to qualify the person must satisfy age and residence requirements. Persons wishing to apply to be entered in the Supplement to the Register of Electors must complete Application Form RFA2 (English) Application Form RFA2 (Irish) (Green in Colour) and have this Application Form witnessed at their local Garda Station. If a person is unable to attend at their local Garda Station, the Application Form may be witnessed at the offices of the Registration Authority (Leitrim County Council). Photographic identification and other supporting identification should be brought to the Registration Authority. If a person cannot attend their local Garda Station or Registration Authority due to a physical illness or disability they must have the Application Form completed by a medical practitioner. Change of Address
A person who is on the Live Register in one County but who is now resident in another County may apply to be entered in the Supplement to the Register of Electors in the County where he/she is now resident. Also, a person who has moved within the County between Local Electoral Areas may apply to be entered in the Supplement to the Register of Electors for the Local Electoral Area in which they are now resident. In such cases, the electors name is entered in the Supplement at the place of new residence and the electors name at his/her former residence (on the Live Register) is deleted. Persons wishing to apply to be entered in the Supplement to the Register of Electors (Change of Address) must complete Application Form RFA3 (English) Application Form RFA3 (Irish) and have this Application Form witnessed at their local Garda Station. If a person is unable to attend at their local Garda Station, the Application Form may be witnessed at the offices of the Registration Authority (Leitrim County Council).
