Covid-19 : HPL1 Temporary Process
Social Housing applicants should note that in light of the Covid-19 emergency, a temporary alternate arrangement has been put in place that will remove the need for them to have to obtain a physically completed HPL1 form from Revenue, either in person, by post, or by Revenue’s online systems ROS/MyAccount. Instead, the applicant can request that the local authority undertake an electronic process to obtain the information from the Revenue Commissioners. Persons who wish to avail of this option should contact the Housing Department by email at firstname.lastname@example.org and request that the relevant HPL1 information be obtained on their behalf by Leitrim County Council
Local Authorities are the main providers of housing for people who are in need of housing and who cannot afford it from their own resources. Leitrim County Council deals with the provision of housing support to applicants who have been assessed under the Council’s Allocation Scheme and are deemed eligible for Social Housing Support. Eligible applicants are placed on Leitrim County Council’s Housing Waiting List.
To be considered for Local Authority Housing in County Leitrim, you should fully complete an application for Social Housing Support and return with all relevant documentation to the Housing Department at the address below.

Eligibility for Social Housing Support
Eligibility for social housing support is determined in accordance with the Social Housing Assessment Regulations 2011. Applicants for Social Housing Support should note the following:
- Any person 18 or over may apply to a housing authority for Social Housing Support on behalf of his/her household. An application must be in writing and follow a standard form which is prescribed as part of the Regulations;
- The general rule is that a household may apply to the authority where the household is currently resident. An application can be made to another housing authority provided the household can demonstrate, to the satisfaction of the housing authority of application, a local connection with the area. However an application may be made to one Local Authority only;
- In its application, a household may specify up to three locations in which the household would accept an offer of social housing support. These areas are not ranked in priority. Instead, what the applicant is doing is specifying up to three areas in which they would accept an offer of accommodation from Leitrim County Council.
- A person or a household must have a legal right to remain in the state on a long term basis of some form before they can be considered for social housing support.
The maximum income threshold for single adult households in the administrative area of County Leitrim is €25,000 (i.e. net of income tax, universal social charge, Pension-related Deduction and PRSI). The maximum bands apply to single adult household and can be adjusted to take account of additional household members. These adjustments or allowances are 5% for each additional adult household member, subject to a maximum allowance of 10%, and 2.5% for each additional child subject again to a maximum of 10%. Households that exceed the income threshold will not be qualified for Social Housing Support.
The income of all persons aged 18 years and over included in a social housing application shall be assessed for the purposes of determining whether an applicant household meets the income requirements.

The Application Form for Social Housing Support cannot be completed and submitted on-line as it must be checked and stamped by various public agencies and must be submitted together with all required supporting documentation which is set out on the “Checklist” on the Application Form. If the Application Form is incomplete and/or any of the supporting documentation is outstanding, the application will be deemed invalid and returned to the applicant. Once a valid application is received it will be assessed for eligibility.
Assessment of an Application for Social Housing Support
The Household’s Application for Social Housing Support is assessed in accordance with the Social Housing Assessment Regulations 2011. In accordance with these Regulations, an Assessment should not take more than 12 weeks to complete from the time of receipt of a valid Application for Social Housing Support. As part of this Assessment, the Household may be required to submit additional information in support of your Application. On completion of this Assessment, the household will be notified in writing of the decision with regard to the household’s Application for Social Housing Support. If the household is deemed to be eligible for and in need of Social Housing Support, the household will be placed on Leitrim County Council’s Housing Waiting List. If the Household is deemed to be ineligible for Social Housing Support the household will be advised of this decision and the basis for this determination.
Inclusion on Housing Waiting List / Eligibility for Social Housing Support
If the Household is deemed to be eligible for and in need of Social Housing Support the household will be placed on Leitrim County Council’s Housing Waiting List. Leitrim County Council may not be in a position to allocate a dwelling to the household immediately as there are a considerable number of households on Leitrim County Council’s Housing Waiting List. Pending the allocation of a Local Authority Dwelling in accordance with Leitrim County Councils Housing Allocation Scheme, the household may qualify for Rent Supplement from the Department of Social Protection in order to assist with the household’s rental costs. In this regard, the household should contact the Department of Social Protection or their local Community Welfare Services Clinic who will be in a position to advise further in this regard. If the household qualifies for Rent Supplement, it will be necessary to complete a Confirmation of Receipt of Rent Supplement Form and return this Form to the Housing Department of Leitrim County Council at the address below. Furthermore any changes to the information provided to Leitrim County Council in the initial Application for Social Housing Support or any changes to the household circumstances should be notified immediately to Leitrim County Council’s Housing Department. Leitrim County Council may then decide to review the Household’s qualification for Social Housing Support.
Offer of Local Authority Housing
The purpose of Leitrim County Council’s Housing Allocation Scheme is to provide a means of determining the order of priority to be accorded in the allocation of dwellings to households which are included on Leitrim County Council’s Housing Waiting List. Where an Offer of Accommodation is being made in accordance with Leitrim County Council’s Housing Allocation Scheme the Household will be notified in writing of this Offer. Upon acceptance of this Offer of Accommodation, arrangements are then made for the Household to undergo Pre-Tenancy training and for the formal allocation of the dwelling to the household.
Should a household refuse two offers of accommodation within a twelve month period, the Household’s Application for Social Housing Support will be suspended for a twelve month period. The Household’s Application for Social Housing Support will be re-activated after this twelve month period. However, this suspension period will not count as time on the Housing Waiting List. During this period of suspension the household will not be on Leitrim County Council’s Housing Waiting List and the household will not be eligible for any social housing support. The Households’s entitlement to Supplementary Rent Allowance may also be affected.
