The Valuation Office is the State property valuation agency responsible for the valuation of all commercial property for the purposes of the levying of commercial rates by Local Authorities. Commercial rates are an annual charge on commercial property to pay for the general provision of services of Local Authorities. Commercial rates are payable on commercial, industrial and some other non-domestic properties. Local Authorities calculate commercial rates liabilities on the basis of valuations provided to them by the Valuation Office.
Rates Revaluation 2017
The revaluation of all commercial and industrial properties in the rating authority areas of Carlow, Kildare, Kilkenny, Leitrim, Longford, Offaly, Roscommon, Sligo, South Dublin and Westmeath County Councils was completed in 2017. The purpose of a revaluation is to bring more equity, uniformity, fairness and transparency into the local authority rating system. Following revaluation there will be a much closer relationship between the rental value or valuation of a property and its commercial rates liability.
The new valuations were published in September 2017 and come into effect for rating purposes from 1st January, 2018.

How are Commercial Rates calculated?
The ‘Rateable Valuation’ of your property multiplied bythe‘Annual Rate on Valuation (ARV)’ (also referred to as ‘the multiplier’) equals ‘Your AnnualCommercial Rates'.
Calculating your 2018 Rates Liability
Your rates liability for 2018 will be calculated by multiplying the Valuation of the property by the “Annual Rate on Valuation” (ARV). The valuation of the property is available on the Valuation Certificate issued by the Valuation Office in September, 2017. The Annual Rate on Valuation (ARV) was set by the Elected Members of Leitrim County Council at their Annual Budget meeting held on Monday 26th November, 2017. The ARV for 2018 was set at .2103.
The following formula is used to calculate your indicative Rates Liability for 2018.
(Valuation of the property) x ARV = Rates Liability
Valuation of the Property: (€5,900)
€5,900 x .2103 = €1,240.77
In the example able the Rates Liability for 2018 is €1,240.77.
